Background of the Study :

Innovation policies are central to enhancing a country’s global competitiveness by promoting technological advancement and entrepreneurial development. In Abuja, various initiatives have been implemented between 2010–2020 to foster innovation through research and development incentives, technology incubators, and supportive regulatory frameworks (Udo, 2023). These policies aim to create an enabling environment where businesses can innovate, compete internationally, and drive economic growth. Empirical evidence suggests that effective innovation policies can lead to improvements in productivity, the creation of high-quality jobs, and increased foreign investment (Chinwe, 2024). However, the success of such policies depends on the coordinated efforts of government agencies, private enterprises, and academic institutions. This study evaluates the impact of innovation policies in Abuja by analyzing performance indicators such as patent registrations, startup growth rates, and R&D expenditure. The research examines how these initiatives contribute to enhancing Nigeria’s overall competitiveness in the global market and identifies challenges that may hinder policy effectiveness, including infrastructural deficits and limited private sector engagement (Babatunde, 2025).

Statement of the Problem

Despite the introduction of various innovation policies in Abuja, Nigeria’s competitiveness remains relatively low compared to global standards. The gap between policy initiatives and tangible outcomes is evident in limited R&D investment, slow startup growth, and low patent activity. Challenges such as inadequate infrastructure, insufficient funding, and bureaucratic delays hinder the full implementation of these policies. This study seeks to investigate the factors that impede the success of innovation initiatives and to assess their actual impact on Nigeria’s competitiveness. Addressing these issues is critical for reforming policy frameworks to better support technological innovation and sustainable economic growth (Udo, 2023).

1. To evaluate the impact of innovation policies on Nigeria’s competitiveness in Abuja.

2. To identify challenges affecting the implementation of these initiatives.

3. To recommend policy reforms for enhancing innovation outcomes.

Research Questions:

1. How have innovation policies affected Nigeria’s global competitiveness?

2. What challenges limit the effectiveness of these policies in Abuja?

3. What measures can improve innovation outcomes?

Research Hypotheses:

1. Innovation policies significantly enhance competitiveness.

2. Infrastructural deficits impede policy effectiveness.

3. Increased funding for R&D improves innovation outcomes.

This study is significant as it evaluates the role of innovation policies in improving Nigeria’s competitiveness, with a focus on initiatives in Abuja. Its findings will guide policymakers and stakeholders in identifying gaps and implementing reforms to boost technological innovation and economic performance. By offering evidence-based recommendations, the research contributes to a more dynamic and competitive business environment, crucial for sustainable economic growth (Udo, 2023).

This study is limited to evaluating innovation policies and their impact on competitiveness in Abuja. It focuses on specific policy initiatives and measurable innovation outcomes, excluding broader global competitiveness factors.
